The terms of Fair Use state that so long as it is transformative, it does not infringe on the copyright holder's copyright. So whether or not it is legal to sell, depends on whether or not the artwork in question is transformative and holds a different meaning from the original. If not, you'll need permission from the person who owns the original work, in order to sell things based off of it.
Look for legal documents about Fair Use law online - Fair Use is what covers situations like these.
